I think this isn't important.

Anything that can generate an EMP gives off a MASSIVE signature when interrogated by any number of EM wavelengths.

 

It's a bit like the Germans and their 'super guns' they were sitting ducks. By the time they were half built, they were destroyed. Build them again? Destroy them again before completion.

 

With any EMP generator that is mobile, it's like painting a MASSIVE target saying "HERE I AM".
