Live there and took the ferry past there every spring/summer morning last year.

Saw all kinds of interesting light-play involving water vapor which is very active lower Manhattan, which squeezed between two very powerful rivers that would inspire taking a photo.

Never saw anything quite as large and clear as that, but the point is such effects are commonplace in that area.

Especially around Freedom Tower.
