What you seem to be trying to do here, is an attempt to prosecute someone and attach a crime to what someone may believe or think instead of an actual crime. Thought crimes. Wrong think.
People can believe whatever they want, it's when they act upon those beliefs and commit an actual crime on an INDIVIDUAL basis. You seem to want to round up anyone who believes the same thing but may not have actually been involved in a crime. Very slippery slope.
