Ok - pure theory. The people are the ultimate boss. The President is merely a servant, a person elected to carry out leadership duties on behalf of the people.
Every structure of governance belongs to the people.
Now supposing you are ultimate owner/boss of a successful and sizeable company. Many people are needed to help you run it smoothly. You have managers and legal people and financiers and a CEO to oversee the objectives of the company.
One day you find that a competitor is making big inroads on your customer base. You are concerned and you call in your top man to explain the details of how this happened without it being brought to your attention. At which point your Top executive says that he doesn't feel that he can go into the detail as it involves sensitive corporate information and complex financial dealings. You say 'But I want to know. I own the company.' Your employee isn't buying it. 'Really, in the interests of the trade secrets of this company, I couldn't with a good conscience let you know such sensitive details.'
In theory, classified material prevents an owner from knowing essential details about how his very company us being run. Classified material legitimises an owner being lied to by his own employees.
