But, full spectrum using regular flowers likely good way to go.

You can buy a product such as "Biotone Muscle and Joint Relief Therapeutic Massage Creme" to use as a ready-made base. Good herbals in there already.

Then, check into pure CBD-crystals extracted from legal hemp. They are pricy, but a little should go a long way.

Soften your base at 180degF or so, mix in your crystals.

That's a method if thc-based products are a real problem for you for one reason or another.
