Do some of those people use drugs? Sure. But how do we know that seagull wasn't a druggie, too?
Bet cops did nothing to the seagull, nor did the bother to run a tox screen to verify one way or the other that this seagull in question was not strung out on meth or something, which may have initiated the initial contact.

Perhaps this man had lost his parents early on in life to a seagull attack at a county fair or some shit, only to be told by police that there was "nothing they could do" to bring the murderous flock of seagulls to justice. Something like that would surely scar a child and possible lead to potential coping mechanisms, like drugs, while trying to deal with an obviously unfair world where seagulls get to do whatever they please at the expense of the human race
