That is the exact one in San Deigo
The prison ships have a blue and white paint job, plus a fenced in outdoor area up top.
Additionally it has smooth sides like a berthing barge, the prison ships do not and USS Bonhomme Richard was under refit which means that they would have a berthing barge pulled up beside it.
