I think we have enough evidence to conclude that it's trivial to take him out by illegal means. He doesn't likely have the same level of physical protection that Soleimani had, and look how that went for that guy. Ergo, we're not killing him because we don't want him dead yet, OR, he's already dead and we don't know it.
