JESSIAC COLLINS: An Epstein Trafficked Political Prisoner Being Held In Virginia Beach, Virginia

Meet Jessica L Collins, a sex trafficking victim of Epstein. She’s currently being held on what appears to be outright bogus charges indefinitely pending a “Mental Health Review”.

https://youtu.be/akDKyYaxj4A

She was arrested On EIGHT counts of assault and battery stemming from an incident at a Food Lion in Accomack County, Virginia

https://youtu.be/HX6EI4A2F2A

In case you didn’t catch it, this is another clip of the police officer telling her she’d be lied on:

https://youtu.be/_ovaooXgeKM

She had to be transferred to Virginia Beach City jail in Virginia Beach, Virginia due to abuse she was getting at Accomack County.

https://youtu.be/ZoaszwbbcDk

Evidently she’s still being held and not allowed phone calls or any of the normal inmate luxuries:

Judge Amy Berman Jackson Asks if Roger Stone’s Probation Still Applies After Trump’s Commutation

Judge Amy Berman Jackson is now ordering the parties to clarify the scope of President Trump’s commutation of Roger Stone.

Because Judge Jackson hasn’t abused Roger Stone enough.

Judge Jackson asked parties to address whether President Trump’s commutation applies to only Stone’s prison term and she asked for a copy of the executive order.

President Trump commuted Roger Stone’s sentence on Friday and the Democrat-media complex has been out in full force attacking Stone.

Mueller even lashed out at Roger Stone after the president commuted the political operative’s sentence.

Roger Stone was charged with process crimes since Mueller, Weissmann and the crooked Democrat lawyers on the special counsel’s team had NOTHING on Stone.

CNBC reported:

A federal judge ordered the parties in Roger Stone’s criminal case Monday to clarify the “scope” of President Donald Trump’s executive action commuting the prison sentence of his longtime ally.

Judge Amy Berman Jackson’s request came in response to “questions raised by the U.S. Probation Office,” especially the question of whether Trump’s clemency applies to “the sentence of incarceration alone or also the period of supervised release,” she said in an order on Stone’s case docket.

Jackson, a U.S. district court judge in Washington, D.C., also asked for a copy of Trump’s executive order.

The White House’s announcement of the commutation proclaimed, “Roger Stone is now a free man!” – but it apparently left unclear the question of whether the 24-month term of probation from Stone’s sentence still applied.

Those two years of supervised release were set to take effect after Stone completed his 40 months behind bars for lying to Congress, obstruction and witness tampering. Stone was also sentenced to pay a $20,000 fine.

The copy of Trump’s executive order and the requested clarifications are due to be handed to Jackson on Tuesday – the day Stone was scheduled to enter prison.

Judge Jackson railroaded Roger Stone, took away his First Amendment rights by imposing a TOTAL gag order and threatened to jail the republican political operative over an Instagram post.

Jackson ruled last year, “The defendant may not speak publicly about the case. Period. He may not comment about the case indirectly.”

Amy Berman Jackson said last year she would jail Roger Stone until his trial if he defies her total gag order.

The corrupt Obama-appointed judge also allowed Roger Stone’s jury to be stacked with Trump-hating Democrat activists.

Soros-Backed Liberal Groups Raked in Tens of Millions From PPP

At least 18 left-wing groups supported by the billionaire George Soros's liberal donor club applied for federal loans meant to help small businesses during the coronavirus pandemic, receiving up to $20 million in taxpayer cash between them.

Groups backed by the Democracy Alliance, a donor network cofounded by Soros, hauled in cash from the Paycheck Protection Program, a federal program established to provide an economic boost to small businesses and their workers during coronavirus shutdowns. Together, the groups received between $8.5 million and $20.7 million. In addition to the Democracy Alliance groups, another liberal donor network that pays the club for project services pulled in large sums from the small business relief program.

The cash influx comes as the Democracy Alliance ramps up its spending ahead of the November election. Its deep-pocketed partners mapped out a $275 million spending plan for the 2020 elections, calling into question whether groups aided by a network of millionaire and billionaire donors were in need of millions in taxpayer funds.

"The political groups that form the infrastructure of the far left rely on contributions from the country's richest millionaires and billionaires," one GOP operative said. "Now, those same groups are leaning on PPP loans while slamming the program as a handout to the rich. This shameless hypocrisy exemplifies how hollow and disingenuous their rhetoric is."

The most prominent Democracy Alliance-backed group to receive a government loan was Media Matters for America, a liberal watchdog that is part of a network created by longtime Hillary Clinton ally David Brock. The group applied for and was awarded between $1 and $2 million in PPP loans. Media Matters reported receiving nearly $15 million in contributions on its most recent tax forms.

Citizens for Responsibility and Ethics in Washington (CREW), a left-leaning government watchdog group that has filed dozens of lawsuits against the Trump administration, also took in between $350,000 and $1 million in federal aid. CREW does not reveal its funders but has in recent years received millions from two Soros nonprofits, the Foundation to Promote Open Society and the Open Society Policy Center.

ICE HSI seizes website illegally selling weapon components, silencers from China in US

DETROIT — ICE's Homeland Security Investigations (HSI) Detroit and the U.S. Attorney’s Office for the Eastern District of Michigan announced Monday the seizure of a website located at http://lafoauto.com/, following an HSI Detroit investigation with assistance from U.S. Customs and Border Protection (CBP), and the Bureau of Alcohol, Tobacco, Firearms and Explosives. Visitors to the site will now find a seizure notice bearing law enforcement shields.

HSI Detroit seized the internet domain “http://lafoauto.com/” pursuant to an international arms-trafficking investigation. HSI determined that more than 350 suppressors seized by law enforcement across the county were purchased from the website and smuggled into the United States from China as automotive parts. Suppressors, also called silencers, reduce the sound and muzzle flash generated from a gunshot. Without proper license, they are illegal to purchase or possess in many U.S. states. The website advertised the suppressors as automotive components but images on the site clearly resembled firearms components.

“Investigating international arms trafficking is among HSI’s highest priorities,” said Vance Callender, HSI special agent in charge for Michigan and Ohio. “This website, operated from China, blatantly disregarded our customs laws, smuggled illegal silencers into our country, and placed the American public at risk. By shutting this website down, we keep illegal silencers off the street and protect our communities from harm.”

“This is another prime example of our commitment to keeping our communities safe,” said CBP Director of Field Operations Christopher Perry, “these collaborative efforts with our HSI and ATF partners are key to shutting down international arms trafficking operations such as http://lafoauto.com/.

HSI uses the novel approach of seizing websites involved in illegal activity to suppress illicit commerce. Using a Court order, HSI redirects the suspect website to one controlled by HSI, which posts a banner with a public service announcement warning consumers against purchasing illegal goods. While HSI has been aggressive in the seizure of Internet sites used to facilitate the sale of counterfeit goods, the seizure of http://lafoauto.com/ is the first instance in which a website wholly dedicated to illegal arms components has been seized by the agency.

This investigation was conducted with assistance from CBP and ATF.

ICE arrests alleged sex offender released by Montgomery County

BALTIMORE – A man charged with sexual abuse of a minor was released from local custody June 23 in Montgomery County, Maryland, instead of being transferred to U.S. Immigration and Customs Enforcement (ICE) custody. On Wednesday, ICE’s Enforcement and Removal Operations (ERO) arrested Rene Atilio Ramos-Hernandez, 56, at his place of work in Washington, D.C. He is subject to a final order of removal from an immigration judge and will remain in ICE custody until his removal from the U.S.

“Our fugitive operations team safely carried out this arrest in the community, but this required additional time and resources when he could have safely been transferred to ICE custody within the secure confines of the Montgomery County Detention Center,” said acting Baltimore Field Office Director Francisco Madrigal.

ERO officers lodged an immigration detainer June 19 with the Montgomery County Detention Center on Ramos-Hernandez following his recent arrest for sexual abuse of a minor. The immigration detainer was not honored, and Ramos-Hernandez was released back into the community June 23. Officers at Montgomery County Detention Center called to notify the ERO Baltimore field office as he was being released, but refused to hold Ramos-Hernandez until ERO officers could travel to the facility.

Ramos-Hernandez entered the U.S. illegally in 2000 near Douglas, Arizona. He was arrested by U.S. Border Patrol and transferred to ICE custody Sept. 26, 2000. An immigration judge granted him bond, and ICE released him from custody Oct. 17, 2000. Ramos-Hernandez has convictions for driving while intoxicated and driving on a suspended license in Fairfax County, Virginia, and for driving while intoxicated in Montgomery County, Maryland. On Dec. 19, 2017, Ramos-Hernandez failed to appear for immigration proceedings, and an immigration judge ordered his removal in absentia.

Local governments weigh major tax hikes to plug coronavirus-induced shortfalls

Property tax rates in Nashville will be increasing by 34 percent

Homeowners, beware.

State and local governments scrambling to raise money during the economic crisis caused by the coronavirus pandemic are looking to increased property taxes as well as wealth taxes and more to fill budget holes.

The proposals come as officials are trying to strike a balance. Historic job losses caused by lockdowns fueled the downturn that's put the squeeze on city and state budgets. Washington sought to offset this with stimulus payments, additional unemployment benefits, business grants and more. Any push to raise taxes too dramatically could hurt the economy even more.

But some officials argue that increases are unavoidable.

Property tax rates in Nashville, Tenn., will be increasing by 34 percent in what Mayor John Cooper described as a “painful but necessary” move that will raise money for the city, which has taken a hit during the pandemic.

Elsewhere, the debate is raging.

This November, Californians will vote on whether to strip decades-old protections from commercial and industrial properties. Since 1978, tax reassessments to the fair market value of California property have only been done when the property is sold or there is new construction. Otherwise, assessments are capped at increases of 2 percent a year. The new measure, if approved, would make exceptions from this for industrial and non-agricultural commercial property, requiring them to be reassessed to fair market value at least every three years.

Concerns Emerge As Congress Moves to Hand Airport Security to Private Sector

Bill would grant private sector access to passenger info and terror watch lists

Congress is poised to hand over control of sensitive airport screening information to private companies, an unprecedented move that would limit the federal government’s control of passenger information and inspection.

The Senate is considering the Registered Traveler Act of 2020, which would entrust private airport screening companies such as Clear to assume control of security procedures that have traditionally been handled by the Department of Homeland Security and the Transportation Security Administration. These privately owned companies would gain access to TSA databases containing passenger information and other data about individuals who may pose a national security risk. Currently, private companies are not permitted to access this government data. If passed, the legislation would give Clear and other private companies more power than the TSA itself by allowing its customers to skip lines and critical screening steps.

The legislation has been fast-tracked in Congress thanks to lobbying campaigns from companies, including Clear, that hope to expand their footprint in airports by independently handling security screening. The bipartisan legislation is on track for Senate markup in the coming weeks, which will pave the way for a full vote on the measure.

Critics of the proposal, including the TSA and its unions, maintain that private companies are not equipped to handle sensitive passenger information and the screening of potential security risks, such as those on the terrorist watch list. The bill would hand over control of DHS’s Secure Flight database and Travel Document Checker to private companies that seek to quicken the pace of airport security lines for high-paying customers. Such a move could jeopardize security and put sensitive information at risk. Supporters of the bill see it as a vehicle to increase airport efficiency and limit the role played by TSA, which has been plagued by personnel problems and repeatedly cited by the government for failing to adequately carry out its security function.

Clear, one of the leading private providers of express airport check-in, is poised to benefit the most from the proposed legislation. It has waged an aggressive lobbying campaign to see the legislation passed using high-profile consultants like Jeh Johnson, secretary of homeland security during the Obama administration, and Peter Neffenger, TSA administrator during the Obama administration. United and Delta airlines own a minority stake in Clear.

Clear’s track record with sensitive information has been questioned by some in Congress.

In late May, Sens. Jeff Merkley (D., Ore.) and Cory Booker (D., N.J.) probed the company over its Health Pass service, which allows paying customers to verify their identity and health status by taking selfies and answering questions about possible exposure to the coronavirus.

‘I‘m sincerely sorry’: Trudeau apologizes for not recusing himself from WE contract talks

Prime Minister Justin Trudeau admitted on Monday that he “made a mistake” in not recusing himself “immediately” from discussions about whether WE Charity should administer a federal student grant program.

Trudeau said he should have done so given his immediate family’s relationship and financial ties to the WE organization.

During a scheduled news conference in Ottawa, the prime minister apologized for not having stepped away from the decision to award the now-cancelled contract to manage the $900-million Canada Student Service Grant.

“I‘m sincerely sorry (for) not having done that,” Trudeau said.

“I’m sorry that I didn’t — particularly sorry, because not only has it created unnecessary controversy and issues, it also means that young people who are facing a difficult time right now getting summer jobs, contributing to their communities, are going to have to wait a little longer before getting those opportunities to serve. And that’s frustrating.”

Controversy over WE Charity’s contract has dominated debate on Parliament Hill for weeks. It was additionally fuelled last week with news that several of Trudeau’s close relatives have been paid large sums by a WE affiliate to speak at WE events.

The federal ethics watchdog is investigating whether the prime minister violated conflict-of-interest rules in the matter.

White House goes public with attacks on Fauci

Tensions between the White House and Anthony Fauci, the government’s top infectious diseases expert, are spilling into the open as officials openly attack the doctor for his public health advice during the coronavirus pandemic.

Fauci's advice has often run contrary to President Trump’s views, and the attacks on Fauci have begun to look like a traditional negative political campaign against an opponent. Yet this time, the opponent is a public health expert and career civil servant working within the administration.

Dan Scavino, deputy chief of staff for communications, shared a cartoon on his Facebook page late Sunday that depicted Fauci as a faucet flushing the U.S. economy down the drain with overzealous health guidance to slow the spread of the pandemic.

The cartoon, which shows Fauci declaring schools should remain closed and calling for “indefinite lockdowns,” did not accurately portray what Fauci has advised in public.

Adm. Brett Giroir, the administration’s testing czar, downplayed any riff within the White House coronavirus task force before offering some criticism of Fauci.

“I respect Dr. Fauci a lot, but Dr. Fauci is not 100 percent right and he also doesn't necessarily, and he admits that, have the whole national interest in mind,” Giroir told “Meet the Press” on Sunday. “He looks at it from a very narrow public health point of view.”

There have been tensions between Trump and Fauci throughout the pandemic. The president has repeatedly downplayed the severity of the virus, broken with the advice of his own public health experts and painted rosy but at times misleading pictures of the U.S. response. Fauci, who has served four decades in his current post, has offered blunt talk on the dangers of the pandemic that has directly contradicted the president from time to time.

But the latest criticisms mark a shift as the White House has begun publicly undermining one of the leading public health voices in the administration at a time when multiple states are struggling to get new outbreaks under control.

White House trade adviser Peter Navarro, whom the president tapped to manage the use of the Defense Production Act, said he personally proceeds with caution before heeding Fauci’s advice.

Trump said last week that Fauci is a nice man but that he's "made a lot of mistakes."

A White House official this weekend sent media outlets a lengthy list of “mistakes” Fauci has made since the pandemic began, like his comment in March that there is no need for people to wear masks.

That comment came before scientists knew people could spread the virus without showing symptoms, and Fauci, the Centers for Disease Control and Prevention (CDC) and other experts now urge people to use face coverings in public.

Senate Democrats call for $25B for vaccine production, distribution in next package

Senate Democrats on Monday called for Congress to provide $25 billion in emergency funding for production and distribution of a coronavirus vaccine ahead of negotiations on an upcoming response package.

In addition to the development of the vaccine itself, a massive and complex undertaking is required to manufacture the millions of needed doses, ensure the supply of supporting materials like needles and syringes, and then distribute the vaccine all across the country for people to be vaccinated.

Senate Minority Leader Charles Schumer (D-N.Y.) and Sen. Patty Murray (Wash.), the top Democrat on the Senate Health Committee, released a white paper on Monday saying the Trump administration needs to do more to plan for this undertaking. They are calling for the $25 billion in funding to be included in the next coronavirus response package, expected to be put together later this month, as well as policy changes.

They are also calling for a requirement that the administration release a comprehensive plan for “every phase of the vaccine enterprise” by Aug. 7. A similar Democratic push for requiring an administration plan on testing was a sticking point in a previous coronavirus response bill.

“When it comes to protecting Americans from this pandemic, we cannot afford to not get this right,” Schumer said in a statement. “Republicans must join us in this effort and include the funding and policies laid out in this proposal in the next coronavirus response bill.”

Democrats say they want to ensure that the vaccine effort goes more smoothly than the testing effort, which has been plagued by supply shortages and other problems.

“If the Trump Administration’s vaccine efforts are even a fraction as chaotic as their testing efforts, our country is in deep trouble,” Murray said in a statement.

The $25 billion would be used in part to ramp up production of supplies like vials, syringes and rubber stoppers.

The administration has already awarded some funding in these areas, but there have been questions about the preparedness of some of the companies receiving awards. Frontline and The Associated Press reported last week on the new and unproven technology for a vaccine injector one company receiving administration funding, ApiJect Systems America, is using.

Funding would also go toward setting up new clinics and other vaccination sites across the country, recruiting workers for them, and a communication campaign to encourage people to get vaccinated and fight vaccine misinformation.

Huawei Reports 13.1% Growth In First Half Of 2020

Huawei reported that its revenue rose by 13.1% in the first half of 2020, bringing the figure to 454 billion yuan, or roughly $65 billion.

Huawei’s revenue growth is still down from the first half of 2019.

Chinese tech giant Huawei, despite continued brushes with controversy and overseas pushback, reported notable growth on Monday. The consumer electronics and telecommunications leader reported that its revenue rose by 13.1% in the first half of 2020, bringing the figure to 454 billion yuan, or roughly $65 billion.

While still posting positive gains during a troublesome year for many companies, Huawei’s revenue growth is still down from the first half of 2019.

In 2020, the company reported 23.2% growth across the same timeframe.

Huawei finds itself embroiled in controversy in the U.K. As a result of sanctions placed on the company by the U.S., the British government is moving ahead with a plan to remove Huawei’s technology from its 5G networks. In return, Huawei has requested a delay in the ban until 2025, citing the difficulty of removing all of its hardware from the country’s infrastructure in a short amount of time.

Huawei’s reputation worldwide has arisen from its close ties to the Chinese government and armed forces, stoking fears that its telecommunications hardware, smartphones, and laptops may be vehicles for overseas espionage.

HCQ Helps Contain COVID-19 Cases: New Evidence and a Major Retraction

Hydroxychloroquine (HCQ) — the controversial COVID-19 treatment touted by President Donald Trump — might be gaining new traction in the fight against the Wuhan coronavirus.

The latest positive results come from Vadodara, India, where city officials have conducted a major study involving more than 300,000 people, including “health workers and other frontline staff.”

The Indian Express reports:

The administration has analysed a sample of over 1 lakh [lakh = 100,000] residents, who were mostly close contacts of positive persons and the effect of HCQ in containing the transmission of the virus. According to the analysis, of the 48,873 close contacts of positive patients who took one dose of HCQ, 102 turned Covid-19 positive and 12 succumbed to the infection whereas 48 of the 17,776 close contacts of positive patients who took two doses of HCQ turned positive and only one died. The study also states that of the 33,563 close contacts of patients who took three HCQ doses, 43 tested positive and one died.

Local health official Dr. Devesh Patel told the paper, “It has shown positive results. We have the numbers and not one person has complained of complications. The only side effect reported is mild gastritis, which is common with administering heavy medicines and can be effectively handled.”

In other words, anyone who has taken the much more common azithromycin antibiotic for a simple sinus infection has probably suffered about the same distress — all gastric — as a subject of the Vadodara study.

Dr. Mohammad Hussain, who runs Vadodara’s Faith Hospital, told the Express, “There are conflicting studies about the use of HCQ. While initially the US studies rejected it and cited side-effects, European countries backed its prophylactic use. In Vadodara, it has shown positive results. We have been able to restrict cases in clusters. Nagarwada no longer has a huge number of cases.”

Hussain reiterated that no serious side effects were reported.

Judicial Watch’s Tom Fitton noted on Friday that Trump Derangement Syndrome almost certainly cost lives in the fight against COVID-19:

More evidence that #Hydroxychloroquine can help prevent one from getting #coronavirus. India long ago deployed this drug as a preventative. But the crazed anti-@RealDonaldTrump med/media complex is suppressing this likely preventative and treatment! https://t.co/VejaB3WMLk

— Tom Fitton (@TomFitton) July 10, 2020

While HCQ is no miracle cure, the evidence continues to mount that the drug is a safe and effective treatment or prophylactic measure against COVID-19.

Chinese Officials Sanctioned by US for Xinjiang Abuses Have History of Human Rights Crimes

Persecuting Uyghur Muslims in China’s far-western region of Xinjiang is but one of a slew of human rights abuses by the four Chinese officials who were recently sanctioned by the U.S. administration.

The sanctions, imposed under the Global Magnitsky Act on July 9, barred four Chinese officials, as well as their immediate families, from entering the United States. The sanctions will also block U.S. properties that are under the individuals’ names and prohibit U.S. transactions with them, the U.S. treasury department said.

In Xinjiang, home to roughly 11 million Uyghurs, at least 1 million Uyghurs and other ethnic Muslim minorities have been detained within internment camps and subjected to torture and political indoctrination in an effort to coerce them into giving up their faith. But such persecution is not confined to Xinjiang.

Human rights reports and Chinese government records have revealed a string of human rights abuses carried out under the officials’ watch, targeting human rights defenders and faith groups, including adherents of Falun Gong.

Also known as Falun Dafa, the mind and body meditation based on moral principles of truthfulness, compassion, and forbearance has faced brutal persecution since 1999. Millions have likely been detained over the past two decades, with hundreds of thousands tortured, according to estimates by the Falun Dafa Information Center.

Chance the Rapper Dares to Ask, 'Can Someone Explain Why Joe Biden Would Be Better??'

Chance the Rapper caused a stir on Monday by supporting Kanye West over presumptive Democratic nominee Joe Biden for president. While he said he understands the desire to oust President Donald Trump, he suggested that Trump’s opponents could do better than Joe Biden. Yet the rapper went further, too. He said black people might be “racist” if they prefer Biden to Kanye.

“Are u more pro biden or anti ye and why? I get that you’ll want to reply that you’re just tryna ‘get trump out’ but in this hypothetical scenario where you’re replacing Trump, can someone explain why Joe Biden would be better??” Chancelor Jonathan Bennett, who performs as Chance the Rapper, tweeted.

I finally got the answer now. I understand. Yall trust Biden more than yall trust Ye. I think I understand why, I just don’t feel the same way,” Chance the Rapper added.

In this context, the rapper suggested that black people who prefer Biden might be “racist” against Kanye.

“Ima keep it real alota u niggas is racist,” he tweeted.

R&B singer Jessie Woo fanned the flames of anti-Trump outrage, suggesting that Chance the Rapper was wrong to support Kanye West because only Biden could beat Trump in November.

“This upcoming election will be the difference LIFE OR DEATH for many people. People in this country are DYING because of the mismanagement of this pandemic by the current administration. Chance the Wrapper and his mutuals need to be mindful of this,” Woo tweeted.

CNN commentator Keith Boykin noted that Kanye West has already missed the deadline to appear on the ballot in several states. Boykin insisted that Chance’s tweets backing Kanye only support Trump.

“Do your research, Chance. Kanye has already missed the deadline to appear on the ballot in several states. Even if he were the best candidate, which he is not, there is zero chance that he can be elected. Zero. Every tweet you post supporting Kanye only supports Trump,” he tweeted.

Kanye West has little chance of winning the 2020 election, but he may be laying the groundwork for a future presidential run. Chance the Rapper’s distrust for Joe Biden is well-earned, especially considering Biden’s telling Charlamagne tha God, “If you have a problem figuring out whether you’re voting for me or Trump, then you ain’t black.” Biden also supported the notorious 1993 crime bill, which criminal justice reform advocates blame for problems like mass incarceration.

Democrats like Biden have taken black voters for granted, and Chance the Rapper is speaking up about it. He may or may not end up supporting Kanye West in November, but Chance’s skepticism toward Biden may indeed harm the Democrat’s chances in the general election. Then again, his suggestion that blacks might be racist for preferring Biden may backfire.

Leaked emails reveal government knew of problems on day one of hotel quarantine

Top bureaucrats warned senior health officials at the beginning of the Andrews government's botched hotel quarantine scheme that security guards were ill-equipped for the work and demanded police be called in to take control.

The Age and The Sydney Morning Herald have seen leaked emails between senior officials in leading agencies involved in the quarantine system, which was supposed to protect the community from imported COVID-19 cases.

The first email raising concerns was sent by a senior bureaucrat at the Department of Jobs, Precincts and Regions within 24 hours of the March 28 launch of the program.

It was addressed to several senior officials at the Department of Health and Human Services (DHHS), which was the leading agency for the day-to-day management of hotel quarantine, according to an Emergency Management Victoria operational document seen by The Age and The Sydney Morning Herald.

"We request that Victoria Police is present 24/7 at each hotel starting from this evening. We ask that DHHS urgently make that request as the control agency," the email read.

DHHS was asked to address issues on the supply and distribution of masks and gloves, and to clarify policies on whether detainees could leave their rooms or order UberEats takeaway food.

The email was also sent to Emergency Management Victoria, which was jointly responsible for the hotel scheme alongside DHHS.

The Age and The Sydney Morning Herald have chosen not to reveal the identities of those named in the email exchanges, or to quote from the emails in full, because those involved had not consented to providing the emails to the media.

Premier Daniel Andrews announced an inquiry into Victoria's quarantine scheme, to be led by former judge Jennifer Coate, after protocol breaches by guards at the Rydges on Swanston and Stamford Plaza hotels were identified as the source of coronavirus outbreaks in Melbourne's north and west.

The outbreaks marked the start of a second surge across the state. Victoria recorded 177 new cases of COVID-19 on Monday after more than a week of triple-digit daily increases. In May and June, there were dozens of days when fewer than 10 new cases were reported statewide.

The state’s Chief Health Officer said on Monday it was "conceivable" that all the active COVID-19 cases in Victoria stemmed from Melbourne’s problem quarantine hotel program.

"We don't know the exact proportion [that are linked to hotel quarantine]. We know that it's genomically linked to the quarantine cases, but not all of the viruses that are out there at the moment are sampled, not all of them can be grown in order to get the genomic sequencing – but I think we've said previously a very significant proportion was shown up in a in an early snapshot of that," he said.

Drive host Rafael Epstein asked: "So it’s still [the case that] most, if not all, comes from the one problem in one hotel?"

"Yeah, that's conceivable absolutely," replied Professor Sutton.

The Chief Health Officer said he used "pretty colourful language" when the genomic link was first made between hotel quarantine and outbreaks around the city.

"No one wants to have that be the case. I felt that everyone who was managing that quarantine program, because they were actually doing a fantastic job managing all of the logistic complexities of it. But it speaks to, you know, the dangers of any positive case out there and the ability for it to spread very extensively as has occurred."
