35,000 cu meters per second discharge from three gorges leads to flooding in city at base of dam.

Indian former mil accuses China of lying about water release start dates and volumes because they are trying to flood Wuhan before the inspectors can get there. Also says only reason to release so much water at this level 26M below capacity is because the dam may not be structurally sound.
