The Plan is playing out in much the same way WW II was won. The Allies (really, the Poles) broke the Enigma Code which gave us all the German comm but the Allies could only appear to win slowly as to not tip off the Germans that their Code was broken.

With The Plan, the Patriots know and have everything but can only appear to win slowly for another reason all together: The American people, at least those still asleep, need to actual see the broad extent of the evil which has pervaded all sectors of American life for decades, before their minds will accept the truth.
