Let's think about it logically. White hats have probably had Maxwell for at least a year. Learning whatever they are going to learn, making whatever deal they are gonna make, etc, etc.
Whatever happens to her after bringing her to the public awareness is kind of a moot point regarding the overall shadow war. This part is optics. Letting the public get a clue, letting them learn slowly about what she's been up to, how it ties in to the global cabal.
So whether she is sentenced, or not, or is arkancided, I'm not sure it really matters.
