I've written this type of software since the 90's it's a hexidecimal timestamp along with cdn server id's and datacenter id's
just try removing any part of it and see what happens
you can also try changing any single character to another and will see it is not that type of identifier… a unique user identifier would be able to be incrementally changed without damaging the integrity of the URL
