Staged? Do you know any history? People generally want a better life, for themselves and their kids. The problem, true for so many government programs, is that any behavior which is incentivized generates more of that behavior. Think about farmers being paid to not grow crops. Now think about welfare.
There's an old saying: why buy the cow if the milk is free? Applies to women. Also applies to work (if you're given free food, rent, cell phone etc.). The plantation was designed to keep people down, to keep them dependent.
