"A bit of background is in order here. After a 1965 inventory, NUMEC was found to be missing about 100 kilograms of bomb-grade uranium, even after accounting for all processing losses. The close personal and commercial ties to Israel of the plant owners and operators raised suspicions that remained unresolved. The affair of the missing bomb-grade uranium was revived in 1976. The newly formed NRC was in the process of writing licensing regulations for commercial fuel firms-of which NUMEC was one-and had heard rumors of possible theft in the 1960s from NUMEC's Apollo facility.

 

"The NRC asked for a CIA briefing. Duckett startled the NRC group with CIA's conclusion that the missing uranium was in Israeli bombs. The NRC chairman informed the White House, and president Ford took an interest in the case. Ford's Attorney General, Edward Levi, discovered that the Atomic Energy Commission (AEC), the NRC predecessor nuclear licensing agency, had previously convinced the FBI not to open a criminal investigation into the material's disappearance. The AEC was concerned that the public revelation of the NUMEC case would draw attention to its lack of control over nuclear bomb materials in the hands of private firms, and thus undermine the commission's efforts to get nuclear power programs underway. In addition, then-FBI Director J. Edgar Hoover was not eager to get into a technical area with which his agents were unfamiliar. Levi gave the FBI its first instruction to investigate the material's disappearance, a decade after the 1965 inventory that was the object of concern. In fact, although they attracted little attention, NUMEC inventories through 1968 showed even larger unexplained losses."

 

"After the 1976 election, the Ford White House alerted the incoming Carter administration to the NUMEC affair. In December 1976, according to a July 1977 National Security Council memorandum, then-CIA Director George H.W. Bush briefed president-elect Carter on the case. Congress had been pressing for public disclosure of records of large unexplained losses of bomb-grade material (in government parlance, "material unaccounted for,"or MUF) from the government's nuclear weapons complex. The White House feared the story was sure to hit the headlines if there were any suggestion of Israeli theft from the NUMEC facility. And any disclosures about Israel's bomb program would of course have threatened the Carter administration's Middle East policies.

 

Carter instructed his national security advisor, Zbigniew Brzezinski, to deal with the NUMEC matter in the context of the impending public release of MUF data. Brzezinski's staffers John Marcum and Jessica Tuchman posed questions to the CIA about the NUMEC affair. Ted Shackley, then-CIA's deputy director for covert operations, called Marcum on a secure line on July 28, 1977, to provide answers. Marcum's entire two-page description of the call in his memorandum to Tuchman is blanked out in the version just released by ISCAP. As noted in our earlier article, other evidence suggests that the next day Shackley briefed senior officials of the Energy Research and Development Administration (ERDA), the principal successor agency to the AEC. He told them that environmental samples taken by the CIA in Israel in 1968 contained highly enriched uranium, whose enrichment level was so high it pointed to the Portsmouth, Ohio, uranium enrichment plant as the source. Portsmouth was where NUMEC obtained uranium stock for its naval fuel products. We don't know whether this information is in the excised portion of Marcum's memorandum. We do however now have Marcum's unredacted conclusion: "The CIA case is persuasive, though not conclusive." Marcum preceded his conclusion with the pregnant observation, "At this point, despite the FBI clean bill of health, I do not think the president has plausible deniability.""

Swine flu 1976: Sheffield man's death set off panic

David Lewis was a 19-year-old private stationed in Fort Dix, N.J., in February 1976 when he came down with the flu. Despite his illness, he joined his platoon on a 50-mile hike. He collapsed 13 miles in and died of pneumonia. An autopsy revealed that he had been infected with swine flu.

 

"He was a wonderful person," said Lee Watroba, a classmate and friend of Lewis' at Mount Everett, who remembered Lewis when the latest swine flu surfaced. "He was going to go into the ministry, and he was just a much-loved kid."

 

According to accounts of Lewis' death and its aftermath in The Trentonian of Trenton, N.J., and the online magazine Salon, authorities feared that the swine flu would resemble the 1918 pandemic that killed 22 million people worldwide.

 

Panic building

 

Most flus are slight mutations on earlier viruses, but authorities feared that this swine strain could be a new virus set loose among a population that hadn't built an immunity. If it were as infectious as the 1918 swine flu, government officials estimated that 1 million Americans would die.

 

Just as the panic was building, hundreds of American Legion members attending a convention in Philadelphia contracted a mysterious illness (the cause would later be identified as a bacteria and the illness would come to be known as Legionnaires' disease) that killed an estimated three dozen people.

 

Vaccine created problems

 

president Ford pushed for every American to be given a hastily produced vaccine at a cost of $135 million. But when the vaccine seemed to cause problems on its own, it was quickly scrapped. The ensuing flu season proved to a mild one.

 

In the end, Lewis was the only victim of the small swine flu outbreak; though other soldiers at Fort Dix were infected, none died. A later analysis of the virus found it was not nearly as virulent as the 1918 strain.

The story of how the neoconservatives reached the position of influence they held under George W. Bush is a complicated one, which I can only outline. They entered the state apparatus for the first time in the baggage of Rumsfeld and Cheney, during president Ford's cabinet reshuffle known as the "Halloween Massacre," following Nixon's resignation. When the Cold War calmed down after America evacuated its troops from Vietnam in 1973, and the CIA produced reassuring analyses of the USSR's military capabilities and ambitions, Rumsfeld (as Secretary of Defense) and Cheney (as Chief of Staff) persuaded Ford to appoint an independent committee, known as Team B, to revise upward the CIA estimates of the Soviet threat, and reactivate a war attitude in public opinion, Congress, and Administration. Team B was chaired by Richard Pipes and co-chaired by Paul Wolfowitz, both introduced by Richard Perle.

 

During the Democratic parenthesis of the Carter presidency (1976-80), the neoconservatives worked at unifying the largest number of Jews around their policies, by founding the Jewish Institute for National Security Affairs (JINSA), which became the second-most powerful pro-Israel lobby after AIPAC. According to its "mission statement", it is "dedicated to educating Congressional, military and civilian national security decision-makers on American defense and strategic interests, primarily in the Middle East, the cornerstone of which is a robust U.S.-Israeli security cooperation." In 1980, the neocons were rewarded by Ronald Reagan for their support by a dozen posts in national security and foreign policy: Richard Perle and Douglas Feith to the Department of Defense; Richard Pipes at the National Security Council; Paul Wolfowitz, Lewis "Scooter" Libby, and Michael Ledeen in the State Department. They helped Reagan escalate the Cold War, showering billions of dollars on the military-industrial complex.
