The context was taking an oath before and to God, and how the religious elders were wont to do such, yet were rejecting Christ. Their oaths were done deceptively, thus dishonoring God. Men of God swore oaths, but they did so without duplicity. Abraham made oaths, even with pagans. The Israelites, after their deliverance from Egypt, swore an oath before God to serve Him. Many, of course, were duplicitous, so that when they reverted to idolatry, they were not only answerable to that sin, but also to breaking an oath before God. That is why the Ten Commandments was referred to as "the Covenant", which means "oath". So it is not that oath/swearing is evil, it is evil when done duplicitously. When Christ addressed this issue, the general population was so blase towards God, they took oaths right and left, not fearing God.
