They're the actors though. The narrative it creates is real and leads to real division. It's not a civil war for territory or resources, it's an operation to introduce an authoritarian regime which has total control over the population.
The territory and resources are won by controlling a narrative rather than a battlefield. It's cheaper and usually more effective in the long run.
