Now suppose someone who doesn't know what the weather is in my area asks me "Should there really be a picnic? Some people are saying that bad weather can spoil picnics. Could you comment?"

Suppose my response was:

"The weather should not stop the picnic."

Now what was the context in which I said that?

Was I saying I am obstinately going to have a picnic regardless if there is a tornado or hurricane, and risk my family's lives?

Or was I REITERATING that BECAUSE the weather has already been confirmed as nice, sunny and not raining, that the weather shouldn't be an issue and shouldn't stop the picnic?
