That is a tactic used in MK-Ultra to produce programmable people that could be "activated" (shifted into the progammed personality and follow orders) at will.
The part of these peoples personalities that they often use to communicate with the masses might not even be aware of the other manufactured personality that does all the weird stuff, trained and programmed by their handlers.
