I found an article once (got scared and left it behind) about how to build a home made EMP device. Its main component was a capacitor about the size of a pick-up truck bed. If it was located at the top of the tallest building in a major city, if could affect from 2-5 mile diameter.
Like backpack nukes, they could already be in place.
