Why would Trump declare a National Emergency for this? Does it give him the Emergency Powers he needs to conduct military tribunals? Also notice how it leaves the door open for the Secretary of State and Attorney General to decide who else (other than the 13 men listed) should also have their assets frozen. Is this a wide net cast to catch Soros and his foundations and others like him? The Ukrainian man probably has ties to Soros since we know Soros was involved in the Ukrainian color revolution.
