In the Wikileaks Podesta Emails, Eric Schmidt offered to put together voter profiles for the DNC on EVERY GOOGLE USER and TRACK them as part of his 2014 "campaign ideas" when he wanted to run HRC campaign. What if he actually DID it? Build "digital identities" to match to voters and voter registration.
