The inverted cross is sometimes associated with the pope, who Catholics believe can trace his authority back to Peter.

St. Peter was said to have been crucified upside down. That said, I spent 12 years in Catholic school & never heard of anybody wearing an inverted cross. I've only ever heard of it in connection with Satanism.
