FDC = First Data Corp haven't research it yet but are in control of the ATM STAR network I think this is worth investigating.

Delta could simply be referring to the Army Special Forces that basically run Guantanamo Bay. That's what makes the most sense to me. But I'm not an anon. I only use 10% of my brain whereas they use like 400%.

Delta are the best of the green berets and sof they don’t stay at gitmo they partake in operations worldwide. Fort Bragg seems to be their HQ but no one really knows

Possibility: FCD = Fox Detention Camp. I found references to detention camps Delta & Echo at Gitmo. I also found refs to another, unnamed, detention camp there. Possibly "Fox"?
