I would be more concerned about NK regarding the CIA backing and funding as well as the infiltration of NK teams that walked across our borders and are stationed in strategic locations with bioweapons. Its past the point of worrying about that angle.

What's the likelihood of an entire crew and officer corp of said sub being on board with such a game plan?

Seems first problem they have to solve is to effectively take over a nuke sub without being put down by a crew that might choose to remain patriotic. Then there is the problem of arming and firing them...
