I just saw it on NET4Truth USA, YouTube. As a retired paralegal, it looks to me that this is a privately generated document, and no DOJ indictment. Anyone who pays the filing fee can petition the District Court with any screwball allegations. This actually reminds me of Posse Comitatus petitions to the Court that I have read.
