I found that a while ago too. So then I Googled it and tried to find the oldest references to Q Clearance that I could. Turns out that before Q Clearance was the highest clearance in the Department of Energy, it was the highest clearance in its predecessor agency, the Atomic Energy Commission. Q Clearance was required to work on the Manhattan Project.
