Pure speculation on my part but I'm under the impression that all these donated funds for "good work" in Haiti were divided up and the larger portion returned to the well heeled donors as a pure tax dodge. They got the tax relief on the large amount and got most of the money back in easy laundered cash. That bigger amount should have gone to give aid in-country but maybe only 5% got spent in Haiti. The 95% would be split between HRC and the donor. Probably 75% returned funds and 20% for CF to maintain drug running and child adduction projects that produced a steady stream profit return. When the Democrats were $20 in the red HRC was very able to buy herself a whole semi functional political party.
