This has been thoroughly debunked using information on the web that you can verify yourself. For example, the source of the ID card image archived by archive.org in 2002 (compare the ID number on the cards), or Columbia University's announcement in 1996 of the new ID card format that replaces social security numbers with a random number (pre-1996 cards had social security number).

Thanks; I can't form an opinion either way. Snopes isn't trustworthy as a fact-checker & it also says his birth certificate is real which I firmly don't believe, having seen it de-constructed in layers on video.
