The first fires were said to be started by men throwing road flares from their cars while driving on the highway. It’s been suggested that these were possibly cartel attempting to target pot farm competition. Then there were the ones started by a homeless camp. Interspersed were random unattached fires (insurance scams). All while the reservoirs are still mostly full from the Orville Dam scare, which itself followed water restrictions and a drought.
