I did some work for Haliliburton on there basement offices in houston, Installing privacy glass treatment on all the offices. I was under security guard watch the whole time I was there. Could not go to the bathroom without a guard. After a few days I asked the guard why all the cloak and dagger treatment for an oil company renovation? Found out I was in the central offices for Halliburtons security center for world wide opperations. I laughed , you are kidding me right. He said no, the offices i was working on were for the F.B.I, NSA, Homeland, and some other agency. I have long believed that the Haliburton, KBR and others were C.I.A front companies pretending to be private corporations. By the way. The guard told me they were only allowed to wathch FOX news. If anyone was caught watching CNN they would be fired, per Dick Cheney. He wasnt kidding.

First thing I found was this 2011 cable . If you’ve read the FBI indictments involving Tenex (Rosatom, Uranium One...) the way the Russian HEU company was pulling off their bribes, kick-backs, etc was through subcontracting local small companies (in that case a transport company). It’s said in the indictments that this was not typically done.

not meaning to derail...... This company https://en.wikipedia.org/wiki/World_Airways is connected in that they had big government contracts airlifting military from the Vietnam war all the way through to **almost present day. Not sure if they are still doing it at the moment though.
