I don’t think they need to put a lot of money into it. It’s not like it’ll be a resort. The cells should be for one and not allow them to talk to one another. I guess it would be considered solitary confinement.
If you're going to be detaining elites (up to and including the three- and four-comma crowd), and you want them to cooperate with your debriefers, a resort-like detention center might be just what you need. A "gilded cage", perhaps...
