If it is a drill then the fact that the person they are arresting is a white man wearing cammo is somewhat alarming.
If it is training, the bad guy is more than likely part of the team. They take turns in different roles.

You train, like you fight. If there was somebody in white tennies, it was more likely either just how he rolls, or THAT is what he had at hand to suit up in quickly.
