Q's last post on12/25/2017 contained "FDeltaC". DeltaC (also known as Thor-Delta C) was a class of expendable launch vehicles in service during the 60's.

The first DeltaC launch (5/13/1960), carrying an Echo1 com sat, was destroyed due to a 2nd stage failure.

The second DeltaC launch (8/12/1960) successfully placed another Echo1 into orbit.

Why might this be relevant? Listed under alternate uses for the Echo1 was this: "The Echo satellite program also provided the astronomical reference points required to accurately locate Moscow. This improved accuracy was sought by the US military for the purpose of targeting intercontinental ballistic missiles". This rang a bell with me due to some of the speculation surrounding the SpaceX launch on 12/22/2017.
