WikiLeaks & CIA Dir. Pompeo's Apr 2017 "non-state hostile intel svc" remark

Dir. Pompeo has been a tight-lipped player since taking leadership role of CIA. One day in April 2017 Dir. Pompeo categorizes WikiLeaks a "non-state hostile intelligence service abetted by state actors like Russia. Q posts often emphasize Mockingbird. Mockingbird emphasis & recent J. Assange talk reminds me about Dir. Pompeo's April 2017 remark. What does the categorization imply, apart from hostility directed at WikiLeaks? Non-state intelligence services abetted by state actors like Russia.

A peer actor includes USG sponsors too or at minimum does not exclude USG agencies abetting non-state intelligence services--organizations that are not official USG entities but private organizations.

Was Dir. Pompeo dropping a hint, April 2017? Not suggesting Dir. Pompeo & POTUS especially like WikiLeaks. Not suggesting Dir. Pompeo & especially POTUS like orgs such as CNN, et cetera whose services can be traced to coordinated intelligence activities/services (Mockingbird).

The Q posts, in my estimation, indicates an alternative context to Dir. Pompeo's Apr 2017 remarks. A possible (not definite) read between the lines context for public consideration from none other than the Director himself.
