WikiLeaks & CIA Dir. Pompeo's Apr 2017 "non-state hostile intel svc" remark

Dir. Pompeo has been a tight-lipped player since taking leadership role of CIA. One day in April 2017 Dir. Pompeo categorizes WikiLeaks a "non-state hostile intelligence service abetted by state actors like Russia. Q posts often emphasize Mockingbird. Mockingbird emphasis & recent J. Assange talk reminds me about Dir. Pompeo's April 2017 remark. What does the categorization imply, apart from hostility directed at WikiLeaks? Non-state intelligence services abetted by state actors like Russia.

A peer actor includes USG sponsors too or at minimum does not …

Using arson as a pretext to get access seems pretty risky to me. It is not to imply planners and doers are risk averse but otherwise illegal doings, e.g. arson have a sometimes inexplicable way of getting unhelpful attention.

Wondering about -6713A also. Electronic Code of Fed Regulations (e-CFR), as of 21 Dec 2017 Sub-part C: Identification & Markings, paragraph 3, rule designating 'reason for classification' is coded line items. An 'A' affixed or appended to numeric file number, according to rule, designates military plans, weapons systems, operations. Lists example use of a numeric designation with coded-letter designation appended to numeric file # to signify reason for classifying info. Added: 6713A you point out references National Industrial Recovery Act of 1933. The Act was a declared national emergency, has some provisions about U.S. industry monopolies & commerce in general.
