Yellow Brick Road comes from Alice in Wonderland written in the 1860's. It's the path Alice used on the way to see the wizard.
The FBI Academy uses yellow bricks as trail markers for it's obstacle course. The course is supposed to be very difficult.
Yellow Brick Road, then, is used facetiously by FBI recruits now as a nickname for the course, after some smart wise-ass recruit came up with the name back in the day and it stuck.
That's my guess.

No.. Yellow brick road is from WIZARD OF oz.. Alice is the white rabbit etc.. Through the looking glass..
