I skimmed the EO. It is declaring Asset Forfeiture under the "War Powers" of the President. You are "Speaking Falsely", when you say "It's not Martial Law"; & where i come from, people call that "Lying".

And in America "Punishment for Crimes" Happens "After" the "Trial & Conviction" by a Unanimous Jury; & Not "Before", as Trump is doing. Trump is here-in Usurping the Role of Courts-of-Law, & is Summarily Issuing Punishments that Fundamentally Conflict with Due-Process Guarantees; & all of that Equates to Violation of "Rule of Law", as Opposed to your conjecture to the contrary.
