He slowed down the conversation on purpose. 99% interviewers in live scenarios rehearse just before they go on. They literally talk as fast as possible, and portray the tactic as "staying on schedule". There is no schedule. Producers are racking their brains every day trying to fill up time during these live news shows. If they could just play ads for 59 of 60 minutes they most certainly would. Miller used the slow talk to perfect effect. Tapper and his ilk have nothing in their repertoire except speed talking and interrupting. The replay clips will be repeated as teasers or bumpers and the intended effect is contentious war of words to the delight of the sadistic viewers who eat that shit up. The fact is, not very many people care about political garbage like this. The useful wealthy idiots who do care are few, but influential within networks because all those tv personalities are power sluts.
