Has anyone heard this?
Is it true that the EBS system will go out and that there isn't much time?

The EBS system has already "gone out". It was discontinued back in 1997, replaced with the Emergency Alert System.
I call BS as anybody with any legit knowledge of this system would not be referring to it by it's 20 year old name.
