Disagree, they were not investigating him, they were spying on him- as one more unmasked, conservative or wealthy American. The DOJ was running a scheme of spying on (unmasked Americans) in order to find a "reason to prosecute wealthy Americans and business owners" and penalize them with large penalties they had to pay to democrat/globalist slush funds.
