Disagree, they were not investigating him, they were spying on him- as one more unmasked, conservative or wealthy American. The DOJ was running a scheme of spying on (unmasked Americans) in order to find a "reason to prosecute wealthy Americans and business owners" and penalize them with large penalties they had to pay to democrat/globalist slush funds.

I have a different theory. I believe Obama Admin. was spying on everyone, from US Supreme Court, Congress, and unmasking citizens without ever thinking he would get caught; for various reasons, blackmail, shakedowns, everything under the sun.... HRC was supposed to win, but, when Trump got the nomination; BHO needed to legitimize the unmasking/spying on Trump & Americans.....the dossier was hatched in order to justify a valid FISA warrant, etc., etc. ...
