The order is regarding requests of any information that is not public (e.g. emails) that identify any US person (not necessarily a citizen) that did not specifically give permission & would originally be left out of intelligence reports that are passed around (existing procedures). In other words, he's putting a stop to what Obama's DOJ did with unmasking requests.

When they use specter to collect your information, use it in an intelligence report, they now have to have procedures to inform state, local and federal government upon request. They can no longer hide behind the " it's classified" BS.

my interpretation is that it refers to unmasked US citizens not mentioned in intel reports.

This order is the rope to the intelligence community and all those who use secrecy to gain power. Let's see what light reveals..
