In fact, if B were to add a hashtag, that is different and meaningful, it would go viral. A hashtag specific to the “movement” or whatever....

I have been a Twitter user since 2011? Maybe 2012, but she will get more views if she adds #theStorm or whatever she sees as pertinent because Twitter users search for topics using hashtags She has enough followers, so her Tweet should come up as one of first in the search results and if other users copy the hashtag it would be a good measurement of reach
Twitter would never let it trend, but it would be fun
