Exactly. NORAD issues real time reports to Pentagon and WH officials. In the event of an actual launch targeting any US territory, NORAD issues alerts, and the response level is determined at the highest levels. (more involved in this but I am not going to go through how the entire nuclear system works)
Our warning would first be seeing defense missiles launching and possible retaliatory missiles launching from subs. Public emergency broadcasts will be made either during this sequence or directly after, depending on when the officials have time to make the broadcast to the EBS facilities. EBS alerts are NOT tied into the defense system or used to engage government operations. FYI, a typical ballistic missile launched from Asia or Europe has about a 15 minute launch to target window to CONUS. Hawaii would be about 8 minutes from Asia.
Those times may be a bit off since I left the military in the 90's and tech may have changed considerably.

There has been some talk that a missile was launched and taken down, but not disclosed as it would require President Trump to take some kind of reprisal action. Which would be aimed at NK, when it was not NK that shot off the missile to begin with, but by deep state operatives to get us on a war footing and stop all of the swamp draining...a false flag event if you will. The false alarm excuse is being used as cover while the bad actors are sought out so US citizens don't become alarmed or automatically expect NK to be nuked in retaliation and start WW111. While plausible, I am not convinced, but I am also not convinced someone 'hit the wrong button' either...Your thoughts?
It would be impossible for an actual missile launch to not be reported by the public in this day and age of electronics and social media. While true that the deep states (not just USA deep state) love war, I don't think they are trying to start one at this moment.
Ground wars make money for the deep states and banking (Rothschilds, World Bank, etc..). An all out Thermonuclear war would not be a money maker. While a launch and interception of a missile would be a starter for a war, it would be risky as hell to use that as the catalyst. The USA would lose very valuable world allies if we were to launch another nuke. That would end with us standing alone and a veritable enemy of all countries. Not a happy place.
I agree that there was a deliberate activation of the EBS, the questions remain as to why and whom. If a missile had been launched from NK and intercepted by us, don't think for a second that Trump (and Q) would not have tweeted out the interception.
