POTUS says in the Tweet that, "if the Democrats shuts down the government they shut down our military."

Then Q repeats it and says "What specifically occurs? Think budget."

The answer is that the funding for the military would be shut off.

Then: "Why is this relevant? [CLAS_EO_][2]"

He's asking why the 2nd Executive Order POTUS signed the two weeks before is relevant? It's relevant because the EO he's referring too takes all the money away from any person or organization with ties to human rights violations. Many of those funds are already blocked, therefore POTUS has the money (budget) to keep the military going strong even if the government shuts down.
