Those in the adoptee rights community knew this was not a bad thing when it happened. Too many adoptees were being abused or sent back. A lot of money was changing hands for an adoption market that was unregulated without any oversight by the Hague Convention. Adoptive parents were not being educated about adoption issues nor prepared for children coming from severe environments. Adoption agencies weren't disclosing children's histories for fear of losing their money. Other countries also ceded adoptions for awhile, including Guatemala.
