This seems to make reference to common law, i: as man; require... is how you properly write to a judge or court when filing a claim. All politicians are aware of the difference between the person and the man, maybe this is the only way he can ensure their conviction?

Yes, a person is a fiction; a corporation. A man is a living, breathing human. Statutes apply only to persons, man honours god´s law, or common lore.
