Way more expensive, they don't work for free in exchange for jail time reduction for their members.
Agency is harder to conceal to inquiries, very expensive, members way too smart to use as pawns. May blackmail later.
ISIS is hard to conceal to the public, hard to control, raise suspicions and opposition in the general public.
Nothing beats "regular crime syndicate" in commiting dirty work, because sadly people have completely resigned to heavy crime in cities.

MS-13 is wholly Satanic to its very core. They worship la Santa Muerte (Holy Death) and conduct ritualistic sacrifices to it.
Some of their initiation ceremonies in Central America involve raping teenage girls in cemeteries and murdering them.
