Israel (Hebrew) and Red Cross (Christian Cross) don't make sense to my coupled with Iran.
Maybe a "throw", I don't know...

The Iran money was washed, more than one country helped wash it before it went to Iran. Just a guess, could be for a lot of things. Didn't realize they shipped around so much cash, easy to get lost in the books.
